Carlo Carraro: “Is A Climate Agreement Reachable? Not before 2020”

“I’m skeptic about the future of climate negotiations and the possibility to achieve an agreement on climate change control for two reasons. The first one is that the target that has been set by governments and re-established in Cancun is too ambitious. And the second reason is that there are non incentives to sign such an agreement that is going to be too costly for some countries. I believe that it will take a lot of time, for example ten years by 2010, before reaching an effective agreement to reduce greenhouse gases emissions”.

given on 10 March 2011 and titled “Rio, Kyoto, Copenhagen, Cancun, Durban ….. What’s Next? A Skeptical View on Climate Negotiation”, Prof. Carlo Carraro talked about the future of climate negotiations, the transition to a low carbon energy system (“It will take time and money”), carbon markets (“They are useful but too thin at the moment, we need to expand them”), the best energy mix and the role of nuclear energy (“The energy mix is changing over time. In the short term, nuclear could be a response to the huge demand of energy in the developing countries, but as solar technologies evolve and improve there will be a shift away from nuclear”) and the Bioecon Network which – Prof. Carraro said – is “doing a lot of work in understanding the value of biodiversity”.
