In 2010, emissions in the 27 EU member states rose by 2.4 percent
mainly due to a recovering economy and a cold winter, latest
European Environment Agency (EEA) projections show. Thus, 2010
emissions are 15.5 percent lower than the 1990 level, only 4.5
points under the 2020 emissions target of 20 percent. In 2009, the
EU moved as close as 2.7 percent to this target since emissions fell
by 7 percent because of the global economic downturn. Despite
the 2010 increase, most EU countries are on track to meet their
Kyoto goals for the 2008-2012 period, even if Austria, Italy and
Luxembourg continued to lag behind with their targets.
