Introduction
C3-Alps is a transnational capitalisation project. Building on the results of previous projects and initiatives on adaptation to climate change in the Alps, C3-Alps seeks to synthesize, transfer, and implement in policy and practice the best available adaptation knowledge. By applying a knowledge transfer concept driven by the information and communication needs of target groups, the project optimizes the usability of available knowledge resources in an attempt to bridge the gap between the generation of adaptation knowledge and its application in real-world decision-making. C3-Alps supports bottom-up adaptation measures in Alpine regions and municipalities, contributes to the implementation of national adaptation strategies, and disseminates Alpine adaptation capital within the Alpine community and beyond.

General objectives
The project’s main goals are:

  • Preparing a state-of-the-art synthesized knowledge base on climate change and adaptation in the Alps, tailored to the specific needs of decision-makers;
  • Providing customized adaptation tools and action portfolios, harmonized across sectors;
  • Effective transfer and communication of information to target groups;
  • Analysing the performance of existing adaptation policies and the science-policy chain in Alpine countries and providing options for enhancing policy effectiveness;
  • Informing, initiating, supporting, and implementing adaptation processes, strategies, action plans, and measures in pilot regions and municipalities.

 


Expected results

C3-Alps is committed to generate the following key products and results:

  • Synthesis Knowledge Base on Climate Change Adaptation in the Alps (exposure, impacts and vulnerabilities, assessment methods, adaptation policies, adaptation options and action portfolios, tools, guidance and decision support for adaptation planning and adaptation processes, good practice examples, customized information packages for key target groups, experts and contacts);
  • Climate Adaptation Web Platform and master plan for continued operation;
  • In-depth knowledge on target groups and their knowledge transfer requirements, criteria and guidance for organizing the synthesis knowledge base;
  • Guidelines on communication strategies, manual on teaching and communication of adaptation issues, key messages;
  • Performance assessment and in-depth knowledge of strengths and weaknesses of adaptation policies, governance systems and the science-policy chains in Alpine countries;
  • Policy options for enhancing effectiveness of adaptation policies, for strengthening the science-policy interface, and for good adaptation governance;
  • Adaptation package for municipalities developed, tested and prepared for transfer;
  • Adaptation knowledge transferred to pilot area stakeholders;
  • Tailored adaptation strategies, action plans, decision support initiated, supported, and delivered in pilot regions and municipalities;
  • Permanent transnational platform for knowledge exchange on adaptation policy making established.

 


Activity

C3-Alps defines “capitalisation” as generating knowledge that is usable and useful, transferring this knowledge to target groups, embedding options for action in effective policies and governance systems, and taking steps towards implementation. The C3-Alps capitalisation approach acknowledges the close interdependencies between:

  • knowledge and content,
  • communication and transfer paths,
  • target groups, and
  • the application of these components in governance contexts.
