Assessing climate risks towards transformational adaptation

As the climate emergency combines with other crises, it contributes to drawing a complex context that requires new approaches and tools for adaptation. The participation of CMCC experts Anna Pirani and Jaroslav Mysiak at the workshop organised on 10 May 2023 in Rome by the Ministry of Environment and Energy Security as part of the CReIAMO PA initiative.

Addressing the challenges posed by the climate emergency and its interconnections with other crises requires a radical transformation involving the structure, systems and practices of societies. This transformation must take into account the systemic connections between different policy and business sectors.

In this context, on 10 May 2023, the Italian Ministry of Environment and Energy Security (MASE) organised the workshop ‘Assessing Climate Change Risks – Methodologies and Developments – La valutazione dei rischi derivanti dai cambiamenti climatici – metodologie e sviluppi‘, as part of the CReIAMO PA (Competenze e Reti per l’Integrazione Ambientale e per il Miglioramento delle Organizzazioni della PA) initiative. The workshop focused on strengthening administrative capacity in climate risk assessment.

The event fostered dialogue between public administrations and the world of research, involving representatives of institutions such as ISPRA, ICTP, CNR-ISAC, ENEA, CMCC, Eurac Research, CNR-ISAFOM, CINECA, CIMA Foundation and ARPA regional agencies. The aim was to identify scientific and applicable experiences to develop skills and methodologies in climate change adaptation.

CMCC experts Anna Pirani and Jaroslav Mysiak presented models and methodologies for climate risk assessment developed by the Risk Assessment and Adaptation Strategies division of the CMCC Foundation. Indeed, the consequences of climate change are becoming more and more visible, representing a significant threat to the sustainability of our planet. In addition, the climate emergency combines with other crises of a different nature, influencing each other and creating a complex and difficult context to deal with. Pirani and Mysiak presented approaches that aim to provide effective tools and methodologies to improve the enabling conditions for adaptation, identifying opportunities and concrete actions.

Risk assessment should facilitate transformational adaptation through the definition of resilience goals, involving all sectors, including governments, companies, NGOs and citizens. Resilience goals are the objectives that local governments set for themselves to increase their resilience, and may include adapting to shocks of different nature, recovering swiftly from disruptions, developing innovative ecosystems and advanced knowledge services, as well as strengthening institutional and organisational capacities and skills.

During the presentation, speakers highlighted the opportunities of taking advantage of the innovations explored in the CLIMAAX, ASPECT and CLIMATEUROPE2 projects and actively contributing to their development and dissemination.
