Il contributo del CMCC al programma della 27a Conferenza Annuale dell’Associazione Europea degli Economisti dell’Ambiente e delle Risorse Naturali, che si terrà dal 28 giugno al 1 luglio 2022.
La 26a Conferenza Annuale dell’European Association of Environmental and Resource Economists (EAERE), di cui la Fondazione CMCC gestisce il segretariato, si terrà dal 28 giugno al 1 luglio 2022 al PalaCongressi di Rimini. La Conferenza è organizzata dal Dipartimento di Economia dell’Università di Bologna (UniBo), con il supporto della Banca d’Italia e dello European Institute on Economics and the Environment (EIEE).
La Conferenza, che ospiterà 750 partecipanti, includerà presentazioni e discussioni in ogni campo dell’economia dell’ambiente e delle risorse naturali. Il programma completo è disponibile qui.
Attraverso il suo Policy Outreach Committee, EAERE sta anche promuovendo una dichiarazione sulle proposte legislative dell’Unione Europea in merito ai cambiamenti climatici. La dichiarazione è stata presentata per l’approvazione all’intera comunità scientifica in Europa e nel mondo e ha già ottenuto più di 900 sottoscrizioni. Il documento punta ad attirare l’attenzione della politica e dell’opinione pubblica sulle implicazioni del pacchetto legislativo europeo sul clima e su alcune sfide chiave che devono essere affrontate in futuro: la proposta della UE è un passo nella giusta direzione ma servono ulteriori azioni per rafforzare l’azione politica europea e raggiungere la neutralità climatica entro la metà del secolo.

Policy Session 1: Border Carbon Adjustments: Drivers or Impediments for Climate Ambition?

Countries are increasingly pursuing climate plans consistent with reaching climate neutrality but with different levels of carbon pricing and regulatory effort. Against this backdrop of heterogeneous mitigation incentives, Border Carbon Adjustments have been proposed to address competitiveness concerns, to deter emission leakage, and to encourage ambition, by ensuring that imports face the same explicit or implicit carbon price faced by domestic producers in countries with more ambitious climate policies. However, BCAs are institutionally complex, the evidence of carbon leakage is limited, and the implications for international cooperation and climate justice are not clear. The aim of this policy session is to assess the environmental and economic impact of border carbon adjustments. Panelists will discuss the potential role of BCAs to promote or deter climate ambition, and to encourage emission reductions effectively and fairly.
