Carbon Border Measures: What Happens with Ambitious Climate Policies?

Examining whether net-zero policies cause emissions leakage—and how effectively border measures can mitigate it

Speakers:
Carolyn Fischer, Resources for the Future, World Bank
Takashi Homma, Research Institute of Innovative Technology for the Earth
Ramiro Parrado, RFF-CMCC European Institute on Economics and the Environment, Euro-Mediterranean Center on Climate Change

Moderator: Billy Pizer, Resources for the Future

Abstract:

Ambitious climate policies to achieve net-zero emissions are at risk if international trade leads to leakage—when the source of emissions shifts to jurisdictions with less ambitious policies in place. This event will examine the extent of emissions leakage based on increasingly ambitious policy scenarios. It will then report on the effectiveness of border measures to mitigate leakage, particularly in economically sensitive sectors.

Join us for a virtual RFF Live event on Wednesday, November 3, as an international set of scholars present recent modeling results that explore the implications of policy proposals currently being considered in the European Union and United States on emissions leakage and climate ambition.
