ACCREU – Assessing Climate Change Risk in EUrope

ACCREU is a project funded by HORIZON Europe RIA (Research and Innovation Action) investigating, in a fully integrated framework, climate change impacts, mitigation, adaptation and prospects for a sustainable social and economic development in the EU. ACCREU will  identify challenges, highlight opportunities and deliver practical solutions to policy making and societal actors at the EU, EU Member State, region and community level to accelerate a just societal transformation towards climate resilience in the short, medium and long term.  


AcquaGuard: Nature based solutions for Flood Prevention

AcquaGuard is a project funded by the Italy – Croatia INTERREG Programme aimed at developing the capabilities of local and regional governments to systematically plan, integrate, and implement Nature-Based Solutions (NBS) to face climate-related risks and hazards. In particular, through intensive cross-border cooperation between partners, as well as a co-creation process with all relevant stakeholders, AcquaGuard will offer a comprehensive approach for deploying NBS focused on flood prevention, to regions and cities. The cross-border cooperation will be fully leveraged within the project by developing a Decision Support Matrix for NBS prioritization and selection, capacity-building sessions, project documentation, and other joint dissemination activities.


ACQUAOUNT – Adapting to Climate change by QUantifying optimal Allocation of water resOUrces and socio-ecoNomic inTerlinkages

Agriculture is by far the most water demanding sector in the Mediterranean and a sustainable use of water, combined with economic growth, cannot be achieved without improving irrigation efficiency and water productivity. The current heavy depletion of water sources is leading to water scarcity and degradation, deterioration of ecosystem services, conflicts with domestic and industrial uses and, in general, it poses limitations to economic growth. These trends will be exacerbated by CC. The ACQUAOUNT project aims to improve IWRM and sustainable irrigation through the deployment of innovative tools, smart water services and solutions, for public and private use, while contributing to climate resilience.


AdaptationHubs: National Adaptation Hubs

AdaptationHubs is a project funded by Horizon Europe Coordination and Support action (HORIZON-MISS-2024-CLIMA-01-02). The main results of the project culminate in the establishment and implementation of 27 National Multilevel Governance Adaptation Hubs and a robust grouping and twinning scheme, which will facilitate national, cross-border and EU-wide exchanges and cooperations to strengthen integrated adaptation planning and policy making. Each National Adaptation Hub involves national experts, which are closely linked to their respective national adaptation governance, as well as key stakeholders, who will support engagement at all levels of governance in achievement of the objectives of the EU Mission on Climate Change Adaptation. The objective is to ensure long-lasting and self-sustainable National Multilevel Governance Adaptation Hubs (NAHs) across the EU.


AGILE: AGnostic risk management for high Impact Low probability Events

AGILE is a project funded by HORIZON RIA (Research and Innovation Action) aiming at designing, developing and applying a holistic methodological framework and practical tools for understanding, assessing, managing and communicating High Impact Low Probability (HILP) events with a systemic risk and resilience perspective. 


ARCADIA: TrAnsformative climate ResilienCe by nAture-baseD solutions in the continental bio-geographical region

ARCADIA is a project funded by HORIZON Europe Innovation Actions in response to the call “Testing and demonstrating transformative solutions on climate resilience, mainstreaming nature based solutions in the systemic transformation”. The main goal of ARCADIA project is to mobilise 8 European regions and communities – from Italy, Croatia, Austria, Denmark, Sweden, Bulgaria, Romania and Slovenia – to accelerate nature-based solutions (NBS) adoption and assist them in accessing up-to-date, evidence-based actionable knowledge, guidance, knowledge-intense tools and services, mutual learning and networking opportunities.  


BIOservicES: LINKING SOIL BIODIVERSITY AND ECOSYSTEM FUNCTIONS AND SERVICES IN DIFFERENT LAND USES: FROM THE IDENTIFICATION OF DRIVERS, PRESSURES AND CLIMATE CHANGE RESILIENCE TO THEIR ECONOMIC VALUATION

The main objective of BIOservicES is to understand the interconnection between soil organisms and the delivery of multiple soil ecosystem functions and services at different scales (field vs landscape), identifying the pressures and drivers resulting from different land uses and climate change, and performing an economic valuation of the contribution of soil organisms to ecosystem services.


BlueGreen Governance

BlueGreen Governance is a project funded by HORIZON Europe Research and Innovation Actions in response to the call “Innovative governance, environmental observations and digital solutions in support of the Green Deal”. The project pursues an innovative approach to the governance of the seas and coastal areas that links marine policies with the management of the land and waters impacting on sea basins. More precisely, BlueGreen Governance will develop evidence-based pathways for the design and implementation of innovative governance schemes around the land-sea connection that incorporates both the scientific predictions of future developments (about the biodiversity-water-climate nexus) and societal views on the most viable policy responses.


CircoMod: Circular Economy Modelling for Climate Change Mitigation

CircoMod is a project funded by the European Union’s Horizon Europe Framework Programme and carried out by a consortium of 12 European organizations. The project aims at developing a new generation of advanced models and scenarios that will assess how CE can reduce future GHGs and material use. The project brings together a unique consortium of leading research teams from different disciplines, including industrial ecology and material flow modelling, process-oriented integrated assessment modelling, and macro-economic modelling.  It aims for a breakthrough in integrating CE and GHG mitigation assessments by developing an analytical framework that maps circular economy strategies to existing influential climate scenarios; by providing robust and timely CE data in an open repository; and, by improving the representation of the CE in leading models used by European and global institutions, while strengthening links between the models. These key scientific breakthroughs enable robust scientific assessments in collaboration with stakeholders across policy and industry. 


CLIMAAX – CLIMAte risk and vulnerability Assessment framework and toolboX

CLIMAAX responds to the call HORIZON-MISS-2021-CLIMA-02-01 by providing financial, analytical and practical support to European regions, allowing an improvement of regional climate and emergency risk management plans. It is designed to significantly contribute to the harmonization and consolidation of the practice of climate risk assessment, leaving a substantial legacy for upcoming European initiatives.


Climateurope2 – Supporting and standardizing climate services in Europe and beyond

Climateurope2 aims to develop future equitable and quality-assured climate services to all sectors of society by: a) developing standardisation procedures for climate services; b) Supporting an equitable European climate services community; and c) Enhancing the uptake of quality-assured climate services to support adaptation and mitigation to climate change and variability. The project will identify the support and standardisation needs of climate services, including criteria for certification and labelling, as well as the user-driven criteria needed to support climate action. This information will be used to propose a taxonomy of climate services, suggest community-based good practices and guidelines, and propose standards where possible. A large variety of activities to support the communities involved in European climate services will also be organised.


COAST-SCAPES: rethinking COASTal landSCAPES with climate-resilient interventions: systemic land-to-sea solutions

Coast-Scapes (rethinking COASTal landSCAPES with climate-resilient interventions: systemic land-to-sea solutions) proposes to rethink land-coast-sea systems under climate change for enhanced resilience and biodiversity gains. We shall co-design systemic resilience solutions for coastal landscapes using transdisciplinary indicators, early and climatic warnings, business models and knowledge-based maintenance to reduce climatic risks and improve land to sea environments. We propose nature-based-solutions (NbS) suited to a broad range of coastal archetypes, governance, climates and resilience deficits, sequenced along resilience-through-adaptation pathways. Such solutions, supported by governance transformation and cross-sectoral engagement, will be applied by regions and communities empowered by an unprecedented combination of technical tools, financial models and social commitment. Coast-Scapes will promote NbS for a climatic resilience compatible with biodiversity gains and existing infrastructure constraints, seeking a reduced environmental footprint under natural resources that are scarce in quantity and quality. Social and technical innovation, associated to a governance shift, will make systemic resilience operational and fill the implementation gap at a pace commensurate with climate change acceleration. The selected Core Pilot regions/communities feature climate sensitive natural/human assets, controlled by land-coast-sea interactions and acting as large-scale demonstrators of scalable resilience plans for replication and export. These plans aggregate Science, Policy, Industry, Society and Environment actors with administrations responsible for local implementation, organised as resilience platforms and linked in a Regions and Communities Board. Resilience solutions will be monitored/maintained/marketed with the project, new standards and business models, for a resilience build up commensurate with unfavourable climate/human stressors.


DesirMED: Demonstration and mainstrEaming of nature-based Solutions for climate Resilient transformation in the MEDiterranean

DesirMED is a project funded by HORIZON Europe Research and Innovation actions in support of the implementation of the Adaptation to Climate Change Mission (HORIZON-MISS-2022-CLIMA-01). DesirMED aims at increasing ambition, ownership and capability of regional Mediterranean leaders and communities through proven transformative climate change adaptation approaches prioritizing nature based solutions. To this aim DesirMED involves a multi-level set of actors in 5 Demonstrating regions and 3 Replicating Regions working hand-in-hand with scientific partners to foster holistic approaches to implement transformative adaptation. By engaging at the regional level key institutions in a multi-level governance framework, it will act as a catalyzer to trigger and accelerate the necessary actions to increase regional climate resilience over the long run.


DRYAD: Demonstration and modelling of nbs to enhance the resilience of mediterranean agro-silvopastoral ecosystems and landscapes

Mediterranean agrosilvopastoral ecosystems (MAEs), such as Dehesa in Spain, Montado in Portugal, Meriagos in Italy, &; Valonian oak forests in Greece, provide essential environmental services and influence significantly local communities and their economies. MAEs are expected to be severely affected by climate impacts and extreme conditions such as droughts, high tree mortality and wildfires. Addressing these challenges, requires supporting local communities and authorities with local solutions and transformations towards climate-resilience. The proposal will be centered around development, testing and demonstrating NBSs in 5 demonstration regions including Andalusia and Extremadura (ES), Alentejo (PT), Sardinia (IT) and Aetoloakarnania (EL) (5 in Cohesion Fund Regions). The most promising NBSs will be transferred to these 3 replicating regions: Castilla-y-León (ES), Occitanie (FR) and Tuscany (IT). Furthermore, DRYAD will support a multi-level and cross- sectoral integrated and adaptive management governance via development of Decision Support Systems.


GRACE: Growing Climate Resilience in Remote rural Areas through Community Empowerment

GRACE project focuses on addressing the needs of rural and small and medium communities localised in EU Remote Rural Areas (RRAs) to adapt and build resilience against Climate Change, by strengthening their capacities and empowering them to become actors of change and take transformative action. A consortium of 27 organizations from 16 countries implements the project, with 5 Demonstrator Regions (DRs) in Austria, Denmark, Italy, Portugal and Sweden co-developing innovative solutions centered on naturebased approaches. These solutions are designed to deliver  multifunctional, place-based social, environmental and economic benefits. In addition, circular economy principles will be embedded within these solutions to promote sustainable resource use, regenerative practices, and closed-loop systems, further enhancing local adaptation capacity. At the same time, the project will enhance local socio-economic activities, promote circular business models, maximize the value of natural capital, and help mitigate the challenges of depopulation and aging in RRAs. 5 Replicator Regions (RRs) in Greece, Ireland, Latvia, Slovakia and Ukraine will prepare for adopting the innovations developed by the DRs. Finally, GRACE will also engage Observer Regions (ORs) to follow and potentially replicate these solutions, fostering widespread CC adaptation across Europe’s rural areas. By integrating Nature-based Solutions (NBS), digital technologies, and inclusive community participation, GRACE will catalyze transformative adaptation in EU rural territories, ensuring that RRAs can successfully navigate climate challenges ahead and secure a sustainable, climate- resilient future.


HEATSAFE: Holistic EnvironmenTAl and Social Adaptation Framework for Extreme heat

HEATSAFE directly tackles the need to adapt against climate change adverse effects in the whole Mediterranean area. The intensity of heatwaves is amplified in urban areas by factors such as the configuration of the city, the lack of vegetation or the materials of urbanized surfaces, so the strategy to mitigate their effects must be designed specifically for each territory. Sociodemographic conditions must also be considered, as significant correlation between exposure to extreme heat and socioeconomic vulnerability has been shown, leading to nearly double the mortality risk in some deprived districts. This local complex planning cannot be addressed without a clear methodology. In this sense, HEATSAFE will address the most suitable ways to adapt these territories to these effects by developing key activities in Spain, Italy. Albania, Bulgaria and Greece, and with the aim of replicating project approach in the whole Mediterranean area. HEATSAFE will improve the prevention, mitigation and management of risks arising from increased frequency and intensity of extreme heat and heatwaves in the Mediterranean basin through the co-development of local action plans and the implementation of demonstrative pilot actions; complemented by a long-term strategy and opensource tools to establish heat vulnerability maps across the MED area.


IDAlert – Infectious Disease decision-support tools and Alert systems to build climate Resilience to emerging health Threats

Climate change is one of several drivers of recurrent outbreaks and geographical range expansion of zoonotic infectious diseases in Europe. Policy and decision-makers need tailored monitoring of climate-induced disease risk, and decision support tools for timely early warning and impact assessment for proactive preparedness and timely responses. The abundance of open data in Europe allows the establishment of more effective, accessible, and cost-beneficial prevention and control responses. IDAlert will co-create novel policy-relevant pan-European indicators that track past, present, and future climate-induced disease risk across hazard, exposure, and vulnerability domains at the animal, human and environment interface. Indicators will be sub-national and disaggregated through an inequality lens. We will generate tools to assess cost-benefit of climate change adaptation and mitigation measures across sectors and scales, to reveal novel policy entry points and opportunities. Surveillance, early warning and response systems will be co-created and prototyped to increase health system resilience at regional and local levels, and explicitly reduce socio-economic inequality. Indicators and tools will be co-produced through multilevel engagement, innovative methodologies, existing and new data streams and citizen science, taking advantage of intelligence generated from selected hotspots in Spain, Greece, The Netherlands, Sweden, and Bangladesh that are experiencing rapid urban transformation and heterogeneous climate-induced disease threats. For implementation, IDAlert has assembled European authorities in climate modelling, infectious disease epidemiology, social sciences, environmental economics, One Health and EcoHealth. Further, by engaging critical stakeholders from the start, IDAlert will ensure long-lasting impacts on EU climate policy, and provide new evidence and tools for the


InBestSoil: Monetary valuation of soil ecosystem services and creation of initiatives to invest in soil health: setting a framework for the inclusion of soil health in business and in the policy making process

InBestSoil is a project funded by the European Union’s Horizon Europe programme involving twenty partners from ten countries, with very different profiles (universities, small and medium-sized enterprises, consultancies, farmers, and NOGs, among others). The project will provide data, evidence, tools and models to assess how investment in soil health can contribute to the transition to a long-term resilient and sustainable use of soil, using 6 lighthouses and 3 living labs, which provides a total of 9 study areas across 4 biogeographic regions from Europe (Boreal, Continental, Atlantic, Mediterranean), and different land uses (agriculture, forest, urban, mining), as models for co-creation and co-design (multi-actor approach, responsible research and innovation and open science).


Invest4Nature – Promoting investments in NBS and accelerating market uptake by gaining a better understanding of the economic performance of NBS, considering climate mitigation and risk reduction

Currently there is a range of Nature-based solutions (NBS) emerging mostly with strong public funding elements, but a market for NBS has not yet emerged. While mostly small scale NBS are implemented as pilots for urban resilience to climate change the full range of economic and societal benefits for NBS are not systematically understood and mapped and are not sufficiently used to back the business and investment case for NBS. The numerous benefits may include mitigation and adaptation to climate change (including the reduction of urban heat island effect and flood mitigation), reduction of pollution, improved biodiversity and ecosystem services, increased well-being for citizens, including physical and mental health or recreation, social cohesion, and community building. While effort for climate change mitigation and adaptation are increasing, the role of NBS in this context is not well understood. In particular, risk reduction of NBS for the private and public insurance sector has not yet been systematically included in economic valuation of NBS. Holistic understanding of benefits and benefit flows however are important for the society including upscaling and maximising the benefits achievable with NBS and activation financing for NBS. 


LIFE21-IPC-IT-LIFE CLIMAX PO | CLIMate Adaptation for the PO river basin district

CLIMAX PO is a project funded by a LIFE grant of the European Commission. CLIMAX PO brings together most national and regional and some of the local authorities playing a role in implementing the Italian strategy on adaptation in the Po River Basin, an area of 74.000 km2 , with 3.200 local authorities, 16 million inhabitant and generating 40% of the Italian GDP.  CLIMAX PO is led by the National Po River Basin District Authority (ADBPO) chaired directly by the Italian Minister for the Environment and responsible for the implementation of the NAS at district level. The consortium covers the whole geographical river basin, all levels of Governance (National, Regional, Local) and necessary competences with 3 major research institutes on board.
