Advancing Climate Policy through Long-Term Cooperation with the Italian Ministry of Environment and Energy Security (MASE)

Continuous technical and scientific support is provided through a cooperation agreement between MASE and the CMCC Foundation. Support is provided in the context in multilateral climate governance processes, including the UNFCCC and major international political fora such as the G7 and G20. This long term cooperation with the MASE strengthens the integration of climate science into high-level policy and diplomatic processes, supporting Italy’s international contribution on climate adaptation, loss and damage, mitigation, and climate science.

General aims

The aim is to strengthen the science-policy interface in international climate negotiations by ensuring the effective integration of IPCC scientific outputs into UNFCCC processes. Key objectives include supporting Italy and the EU in adaptation, loss and damage, agriculture, food systems and land-use negotiations and the inclusion of the latest information from research and systematic observations therein. It includes negotiations related to the global stocktake process of the Paris Agreement. It also aims to reinforce Italy’s role within the IPCC, strengthening participation of experts from Italy, as well as raising awareness on IPCC assessed information relevant for a diverse range of actors in Italy. The national Focal Point activities are also aimed at increasing diversity and inclusivity in the IPCC process to strengthen the comprehensiveness and policy-relevance of the assessment.

CMCC role
CMCC acts as a key technical and scientific partner of MASE, providing continuous analytical support, preparation of policy-relevant documents, participation in EU and international expert groups, fulfilling negotiation roles, as well as assistance to negotiation teams more widely.

CMCC also serves as Italy’s IPCC National Focal Point, supporting IPCC plenaries, expert nominations, scientific coordination, and communication and outreach activities, including management of the official Italian IPCC Focal Point website (https://ipccitalia.cmcc.it).

Activities
Key activities include:

  • Scientific analysis and synthesis to support UNFCCC negotiations on adaptation, loss and damage, science, agriculture, food systems and land use, climate research and systematic observations, and the Paris Agreement global stocktake.
  • Preparation of technical working documents, position papers, submissions and speaking points for EU and Italian delegations.
  • Scientific support to thematic work programmes (e.g. Global Goal on Adaptation).
  • Technical and strategic support to Italy’s contribution to international initiatives including the G7 Adaptation Accelerator Hub.
  • Participation in IPCC plenaries, expert meetings and supporting the national contribution to assessment report processes.
  • Communication, dissemination and outreach activities related to IPCC reports and climate negotiations.

Expected results
The project strengthens Italy’s and the EU’s capacity to engage effectively in international climate negotiations, ensuring decisions are grounded in robust scientific evidence. Expected outcomes include improved policy coherence, enhanced visibility of scientific knowledge in negotiation outcomes, strengthened international partnerships, and increased institutional capacity for adaptation planning and climate governance.
