ANDROMEDA – An EnhaNceD Common InfoRmatiOn Sharing EnvironMent for BordEr CommanD, Control and CoordinAtion Systems

Border surveillance is a complex mission given the length of European borders and the variety of terrain configuration.

ANDROMEDA’s aim is to create a political, organizational and legal environment to enable information sharing across the seven relevant sectors/user communities (transport, environmental protection, fisheries control, border control, general law enforcement, customs and defense) based on existing and also on future surveillance systems/networks with a view to achieve a fully operational CISE by 2021.

General aims

The project aims to unlock the full potential of CISE, by validating in a long period of time CISE-compatible command, control and coordination systems from several Coast and Border Agencies. At the same time it is envisaged to further enhance, validate and demonstrate CISE by extending its scope for land borders and adapting relevant C2 solutions and associated services.

CMCC role
To design and implement a CISE-compliant infrastructure for providing, on an operational basis, three decision support systems (VISIR, WITOIL, OCEAN-SAR) based on meteo-marine information. To adapt and provide high resolution meteorological and oceanographic products. To contribute to the testing, communication, and management activities of the project.

Activities
1.2 Project Management, Quality Control and Risk Management;
2.2 User Requirements and Technical Specifications;
3.1 Enhanced CISE (e-CISE) Data Model for Border Monitoring & Control;
3.2 Physical and Logical System Architecture;
3.5 Data Fusion, Situation Awareness and Decision Support Services Design;
4.3 Development of enhanced CISE Adaptors;
4.4 Development of Data Fusion, Situation Awareness and Decision Support Services;
5.2 Definition and Implementation of Integration Platforms;
5.3 Definition of System Configurations for Each Trial;
5.4 Factory Integration and Testing of Trial Configurations;
6.2 Iberian Maritime Border Trial;
6.3 Greece-Bulgaria Land Border – Maritime Trial;
6.4 Ionian-Adriatic Maritime Border Trial;
7.1 Dissemination and Communication;
7.4 Exploitation Plan and Market Large Uptake Assessment.

Expected results
The enhanced CISE Model will streamline the integration with current and future operational systems. National and European authorities, law enforcement agencies, intelligence agencies, security providers, are all examples of end users that will benefit from the ANDROMEDA research. ANDROMEDA also impacts positively on academia, industry, technology providers and companies.
