WF-PRAF | Development of a specific wildfire prevention and preparadness Peer Review Assessment Framework

Wildfires are among the key risks with cross-border dimension identified in National Risk Assessments by Member States (MS) and Participating States (PS) to the Union Civil Protection Mechanism (UCPM). One of the actions of EU Wildfire Prevention Action Plan, currently under definition, is to assist countries in strengthening capacity building through targeted UCPM peer reviews on wildfire prevention and preparedness. The purpose of this project is to develop a specific wildfire prevention and preparedness Peer Review Assessment Framework.

General aims

The Regulation (EU) 2021/836 of the European Parliament and of the Council of 20 May 2021 amending Decision No 1313/2013/EU on a Union Civil Protection Mechanism stresses the importance of prevention and preparedness within the UCPM framework.
The legislation explicitly stands that Member States shall participate, on a voluntary basis, in peer reviews to promote an effective and coherent approach to the prevention of and the preparedness for disasters and to promote the exchange of best practices within the UCPM.
Peer reviews as governance instruments are “systematic assessments of the performance of a State by other States, with the ultimate goal of helping the reviewed State improve its policy making, adopt best practices, and comply with established standards and principles”.
One of the actions of EU Wildfire Prevention Action Plan, currently under definition, is to assist countries in strengthening capacity building through targeted UCPM peer reviews on wildfire prevention and preparedness. In this context, a development of a specific peer review analytical framework focused on wildfire risk become strategic to support effective peer reviews on this topic. The PRAF needs to be adapted and tailored to ensure that all key elements are adequately addressed adopting a systematic and holistic approach. Although all areas characterising the PRAF are to be complemented, special attention is needed to further detail the governance of wildfire risk, risk assessment and prevention and preparedness topics.
The purpose of this contract is to develop a specific wildfire prevention and preparedness Peer Review Assessment Framework. This wildfire PRAF should be in place and ready for potentially organising a wildfire peer review with a volunteering country in the second half of 2023.
