RESILIENCE – Strengthening the resilience of EU border regions: Mapping risks & crisis management tools and identifying gaps

RESILIENCE is a service contract funded by DG REGIO and DG ECHO of the EC aiming at identify and assess risks in cross-border areas as well as their impact. The project strives to identify agreements, tools and institutional processes to manage these risks – the goal is again to make a systematic review of the legal framework governing disaster risk management and preparedness in border territories but also analyse the tools at the disposal of countries. RESILIENCE will also identify good practices in cross-border risk management which will then be turned into case studies to serve as inspiration for other countries, regions and local authorities.

General aims

General objectives
The project will cover cross-border territories in Europe, 43 EU land borders, 4 maritime borders, 6 borders in candidate countries to:

  • Identify and assess risks in cross-border areas as well as their impact
  • Identify agreements, tools and institutional processes to manage these risks
  • Identify the main gaps affecting cross-border territories in their risk management capabilities and make recommendations for filling those gaps
  • Identify good practices in cross-border risk management

CMCC role
CMCC will contribute to all the activities foreseen by the project in close cooperation with the consortium partners. CMCC will also provide guidance on how to successfully integrate the civil protection perspective into the research.  

Activities
RESILIENCE is structured in 4 main activities: 

  1. Identify risks per cross-border territory
  2. Draft inventory of agreements/tools/processes for risk management
  3. Identify gaps and make recommendations
  4. Identify good practices

Expected results
RESILIENCE is expected to finalise the following results:

  • An inventory of risks affecting cross-border territories and assess the severity of the risks identified.
  • An inventory of agreements/tools/processes for risk management
  • A Report on analysis of gaps and related recommendations 
  • A series of Case studies on best practices and info graphics
