Copernicus is the European Union’s flagship earth observation programme. The European Centre for Medium-range Weather Forecasts (ECMWF) has been appointed by the EU to operate the Copernicus Atmosphere Monitoring Service and the Copernicus Climate Change Service on its behalf. CMCC has been contracted by ECMWF to develop a climate change service to support Disaster Risk Reduction (DRR) in Europe. The service exploits Copernicus C3S data and generates knowledge required for assessing risks from extreme weather and climate related events.The goal of the webinar is to introduce the C3S_430 service to a larger audience and have a discussion with potential users / interested parties on their involvement and interests.

Carlo Buontempo, Manager Sectoral Information System Copernicus C3S at ECMWF: An introduction to C3S

An introduction will be given to the Copernicus Climate Change Service (C3S), currently being implemented by ECMWF on behalf of the European Union, and the Climate Data Store (CDS). The CDS is at the heart of the C3S offering quality controlled climate data which allows for the development of tailored applications and services on a cloud-based platform. The climate information will be freely available to users. The Sectoral Information System (SIS) component of C3S transforms the climate data contained in the CDS and tailors it to the requirements of users, with a specific focus on intermediaries and policy makers.

An overview will be given of the contract which will develop a climate change service to support Disaster Risk Reduction (DRR) in Europe. The service exploits C3S data and generates knowledge required for assessing risks from extreme weather and climate related events. A catalogue of high impact weather events will be developed and combined with observed damage and loss records from public repositories. Case studies on pluvial floods will be used to demonstrate the value of the service for comprehensive pluvial flood risk assessments.

Claire Jacobs, WENR: User involvement in development of the service

The service will be developed in close interaction with the user community. Key users will be brought on board to account for the users’ perspective and bring forward requirements to further define the scope of the service. Users include DRR practitioners, foundations & non-profits / humanitarian aid organisations, corporate and government. The user engagement will entail a series of webinars, workshop sessions and in-depth interviews, leading to a prioritised list of indicators for the service and commonly selected case studies.
