AdaptationHubs is a project funded by Horizon Europe Coordination and Support action (HORIZON-MISS-2024-CLIMA-01-02). The main results of the project culminate in the establishment and implementation of 27 National Multilevel Governance Adaptation Hubs and a robust grouping and twinning scheme, which will facilitate national, cross-border and EU-wide exchanges and cooperations to strengthen integrated adaptation planning and policy making. Each National Adaptation Hub involves national experts, which are closely linked to their respective national adaptation governance, as well as key stakeholders, who will support engagement at all levels of governance in achievement of the objectives of the EU Mission on Climate Change Adaptation.
The objective is to ensure long-lasting and self-sustainable National Multilevel Governance Adaptation Hubs (NAHs) across the EU.

General aims
The overall objective of AdaptationHubs project is to support the overall implementation of the EU Adaptation Strategy, European Green Deal, Mission on Adaptation to Climate Change, the European Climate Law and the Climate Action Plan through cooperation and effective communication at all governance levels: EU, national, regional and local.
To achieve this, the project will deliver the following specific objectives:
- Supporting stronger and integrated adaptation planning and policymaking through the setting up of 27 NAHs (at least 1 per Member State), either new or by utilizing existing structures.
- Supporting the engagement of all levels of governance in the achievement of the objectives of the EU Mission on Adaptation to Climate Change.
- Providing support and capacity building to the newly developed and existing NAHs through an internal Central Support Facility and capacity building sessions.
- Facilitating cross-regional and cross-border cooperation and knowledge exchange through the setting up of two distinct yet connected twinning schemes by AdaptationHubs project and other HE ongoing projects.
- Ensuring the long-term sustainability and exploitation of the project results across Europe, including the maintenance of the NAHs into the future.
CMCC role
CMCC will serve as the national expert for Italy and work with the National Climate Adaptation Platform, an existing structure implemented by the Italian Institute for Environmental Protection and Research (ISPRA). Through the duration of the project, CMCC will engage National stakeholders to build support and long-term ownership of the Italian NAH (Work Package 3). CMCC will work closely with other NAHs through the AdaptationHubs Central Support Facility in support of the capacity building, peer-learning exchange activities (Task 2.2) and monitoring of impact pathways (Task 2.3). Based on the monitoring and evaluation of Work Package 2 and to further enable relevant exchanges between NAHs with similar challenges, CMCC will participate in the national and transboundary twinning programme (Task 4.2). The Italian NAH will foster at least two twinning exchanges, which will be documented through short policy briefs, joint communication and dissemination actions, and resources and milestones shared throughout online channels. The goal of Work Package 5 is to develop a plan that ensures the long-term sustainability of the project results, which is a key goal of the project.

The AdaptationHubs project in numbers:
- 27 NAHs established and operational;
- 135 working sessions of the NAHs held during the project’s duration;
- 1 Central Support Facility set-up and operational;
- 19 Peer-learning and capacity building activities between the NAHs implemented;
- 1 Structural Grouping Scheme developed;
- 54 Twinning activities implemented between regions and facilitated by the NAHs;
- 1 Pilot EU twinning programme set-up and tested;
- 4 EU twinning activities implemented with at least 16 total working sessions.
Expected results
AdaptationHubs project will deliver three key concrete results:
- 27 National Multi-level Governance Adaptation Hubs (NAH), 1 per EU Member state;
- Central support facility for the NAHs, which will deliver capacity building, support, opportunities for peer-learning and a basis for outreach to countries beyond the EU-27 and to regions not directly benefiting from and participating in the EU Mission;
- A robust Grouping and Twinning scheme to provide opportunities for mutual-learning and cooperation to regions across the EU and beyond, both to ones participating in the Mission already and not.
