SystR will propose a groundbreaking approach to feed the science-policy nexus with innovative solutions to address systemic risks (interconnection between multiple sectors and stakeholders and resulting cascading climate impacts). This approach will accelerate transformative adaptation and avoid maladaptation by breaking silos, harmonising multiple scales of governance and tailoring solutions to local needs and strengths with Smart Specialisation Strategies. Overall, while pursuing close collaboration with the Climate Adaptation Mission, SystR will demonstrate systemic resilience in three contexts most representative of Europe: coastal in Guadeloupe-France, rural in Bystrica-Slovakia and urban in Rome-Italy, which will be twinned with replication sites of similar challenges, Galicia, Strasbourg and Egaleo, respectively.
48months from 01/06/2025 to 31/05/2029
General aims
The goal of this project is to ensure that the climate adaptation in Europe is not done in silo, leading to maladaptation, but in a systemic and cross sectoral way. These efforts aim to establish best practices and address key gaps in current climate resilience strategies. To avoid fragmented approaches, SystR will design and implement an Integrated Ecosystem of Resilience Solutions (IERS) for six demonstration and replication sites. Nature-based solutions (NBS) will be central to the entire process, in line with the Mission’s Adaptation Implementation Plan.
CMCC role
CMCC Foundation leads the Task 1.1 of Work Package 1 and Task 2.1 of Work Package 2. Additionally, it is responsible for the Italian pilot case (Rome).
Activities
CMCC is involved in all Work Packages. Specifically, it is responsible for Task 1.1 of WP1 which aims to develop a semi-quantitative climate risk assessment in the demonstration and replication sites. Furthermore, it is responsible for Task 2.1 which aims to structure a Regional Adaptation Board (RAB) and a Climate Innovation Hub (CIH). Building on the participatory methods of the AGORA project and building on existing local initiatives, CMCC will structure a relevant value chain of citizens and diverse stakeholders within RAB and, based on the support of all partners, will provide the methodology to structure and sustain the RAB.
Expected results
The SystR project will enable:
• Regions and communities to actively participate in the development and testing of a set of transformative solutions tailored to address local vulnerabilities and risks;
• Regional and local public authorities to enhance their foresight capabilities to better prepare for climate disruptions;
• The development, testing, and market introduction of cross-sectoral solutions for climate resilience, capable of systemically transforming society and supporting its preparedness for climate change.
