The Kosovo Peer Review Report 2026 has officially been published. This comprehensive report, developed under the 2025–2027 Union Civil Protection Mechanism (UCPM) Peer Review Programme, was financed by the European Union and supported by CMCC.

On 21 April 2026, the Acting Head of the European Union Office in Kosovo, Eva Palatova, formally handed over the report to the Acting Director General of EMA, Shefki Abdullahu, during an event held in the EU Office in Pristina.

Kosovo, represented by the Emergency Management Agency (EMA) within the Ministry of Internal Affairs (MoIA), requested to undergo a peer review of its disaster risk management capabilities in January 2025. A team of four experts (“peers”) from Germany, Spain, Finland, and Sweden, alongside representatives from DG ECHO and CMCC’s Risk Assessment and Adaptation Strategies (RAAS) Division, conducted the on-site mission in Pristina from 13 to 17 October 2025.

The final report provides a detailed analysis of Kosovo’s disaster risk management and civil protection systems, including findings from the mission, examples of good practices, and targeted recommendations for improvement. The report aims to support Kosovo in bolstering its resilience to disaster risks.

This report is the first in the ongoing UCPM Peer Review cycle (2025–2027), alongside the forthcoming Czechia report, produced with CMCC’s logistical and technical support under the UCPM Peer Review Programme.

This work builds on previous CMCC involvement in disaster risk management, Peer Reviews conducted during the 2020–2024 UCPM Peer Review Programme cycle in Romania (2022), Moldova (2023), Greece (2024), Italy (2024), and Land Brandenburg (2025).

Based on an independent analysis, Peer Reviews are a strategic tool for strengthening resilience against disasters at European, national, and sub-national levels. Their primary objective is to foster knowledge exchange through independent analyses conducted by experts from UCPM countries.
