General aims
The project aims to support the integration of climate change considerations into the Strategic Metropolitan Plan of Bologna, with a specific focus on Mission 5 “Climate and Territory” and with attention to coherence across the wider Plan. Its main objectives are to develop a shared reference framework of relevant climate hazards for the metropolitan area, analyse vulnerability and exposure through available documentation and stakeholder input, and produce a semi-quantitative climate risk assessment to help identify priorities and enabling conditions for action. The project will also support the drafting of Mission 5 as a high-level strategic guidance document and provide initial recommendations to inform the future development of a metropolitan Climate Plan.
CMCC role
CMCC acts as the scientific and technical partner of the project through its REMHI Division. It is responsible for developing the methodological approach, carrying out the climate hazard assessment, analysing vulnerability and exposure based on available documents and stakeholder inputs, and producing the semi-quantitative climate risk assessment. CMCC will also support the drafting of Mission 5 and provide initial recommendations on governance arrangements relevant to future adaptation planning and implementation.
Activities
The project is structured around four main activities. First, it will define a climate hazard framework for the metropolitan area through the analysis of selected climate indicators. Second, it will develop a vulnerability and exposure baseline through the review of relevant local documents and a targeted questionnaire involving mayors and other relevant metropolitan stakeholders. Third, it will prepare a semi-quantitative climate risk assessment integrating these components in order to identify priorities, coherence gaps and enabling conditions for implementation. Finally, it will support the drafting of Mission 5 as a high-level strategic guidance document, including initial recommendations on governance arrangements to support future climate planning. All activities will be carried out in continuous coordination with the working group responsible for drafting the Strategic Metropolitan Plan, to ensure alignment with the broader structure, priorities and timing of the PSM
Expected results
The project will deliver a quantitative assessment of relevant climate hazards for the metropolitan area, a structured analysis of vulnerability and exposure, and a semi-quantitative climate risk assessment highlighting priorities, coherence gaps and enabling conditions for implementation. These outputs will be developed in close collaboration with metropolitan and local institutions, ensuring that the resulting knowledge base is grounded in the needs, perspectives and ongoing actions of the territory. Together, they will provide the evidence base for the preparation of Mission 5 as a high-level strategic guidance document and lay the foundations for future work towards a metropolitan Climate Plan, including initial reflections on governance arrangements for adaptation planning and implementation. The project will strengthen the planning capacity of municipalities and the Città Metropolitana through a shared, actionable climate knowledge base, contributing to more effective public policies in response to risks such as heatwaves, drought and extreme events, with positive impacts on population, services and infrastructure. More broadly, the project will contribute to developing an approach that may also prove relevant for supporting climate-informed strategic planning in other metropolitan, local and regional planning contexts.
