Technical and Scientific Support for the Development of Puglia’s Regional Climate Change Adaptation Strategy

Science-based data and tools to support climate-resilient decisions in Puglia, down to the municipal scale. The collaboration between Fondazione Centro Euro-Mediterraneo sui Cambiamenti Climatici (CMCC) and Regione Puglia aims to develop the Regional Climate Change Adaptation Strategy (SRACC), a strategic framework to enhance territorial resilience against climate impacts. The partnership follows Puglia’s commitment as Territorial Coordinator of the Covenant of Mayors for Climate and Energy and builds upon regional policy efforts, including the Regional Sustainable Development Strategy (DGR 1670/2023) and preliminary adaptation guidelines (DGR 162/2024). The project integrates scientific rigor with participatory co-design, ensuring the strategy addresses local risks and vulnerabilities while aligning with national (PNACC) and European frameworks (EU Taxonomy, DNSH principle).

General aims

Support to the Regional Steering Committee (Cabina di Regia) in delivering a science-based and operational Regional Climate Change Adaptation Strategy for Regione Puglia (SRACC), turning climate knowledge and risk evidence into prioritized, implementable adaptation actions. The project supports the integration of adaptation into regional and municipal planning (including PAESC/SECAP) and investments through decision-support tools, stakeholder co-design, and a monitoring framework, aligned with PNACC and EU climate-proofing/DNSH requirements.

CMCC role
CMCC delivers end-to-end technical and scientific support to the Regional Steering Committee (Cabina di Regia) for the development of the Regional Climate Change Adaptation Strategy. The activity is built on a robust, decision-ready climate knowledge framework grounded in state-of-the-art climate data (EURO-CORDEX, CMIP6, and proprietary very-high-resolution datasets at ~2 km). This work enables CMCC to translate climate information into actionable guidance for sectoral risk assessment and to support evidence-based mainstreaming of adaptation into planning and investment cycles. Through structured co-design with regional departments, agencies, municipalities, and stakeholders, CMCC supports the integration of adaptation priorities into local instruments such as PAESC/SECAP, defines an operational framework and monitoring system, and contributes to strategy documents, communication, and institutional capacity strengthening. All relevant datasets, indicators, and analytical outputs are delivered through CMCC’s Dataclime climate service platform (www.dataclime.com), ensuring transparency, usability, and long-term operability.

Activities

  • Steering & governance: continuous technical-scientific support to the Regional Steering Committee (monthly meetings, technical notes, progress reporting).
  • Co-design & engagement: stakeholder mapping (Adaptation AGORA methodology) and a structured pathway of workshops/co-design events up to a final public event.
  • Regional climate evidence base: a consolidated knowledge framework (indicators, observed trends & extremes, future scenarios and uncertainty) delivered through Dataclime platform
  • Risk-to-action methodology: IPCC-aligned support to sectoral experts, extreme-events evidence base, and translation into actionable risk information.
  • Mainstreaming into planning: operational framework to align different territorial instruments with the SRACC, supported by pilots on selected documents.
  • SRACC delivery package: adaptation options catalogue and factsheets, monitoring system with KPIs, final SRACC document, and communication products 

Expected results
CMCC will support Regione Puglia in delivering the Regional Climate Change Adaptation Strategy (SRACC). Specifically, the activity will provide a strategic document and executive summary, supported by an operational package of data, methods, and tools. Expected results include: high-resolution regional climate evidence base and projections accessible through the Dataclime interactive platform; sector-oriented climate risk insights to support decision-making; mainstreaming framework to embed adaptation into regional and local planning, including pilot applications and implementation recommendations; structured catalogue of adaptation options with factsheets available on Dataclime; monitoring plan with KPIs and reporting protocols; and guidance for the subsequent Action Plan. A dedicated communication toolkit will ensure wide uptake. Overall, the SRACC will provide a robust scientific and methodological foundation for municipal adaptation processes supporting DNSH compliance and climate-proofing verification for EU-funded investments, and strengthen climate-informed governance through transparent data access and participatory processes.
